Bavaria tests reenabled on Jenkins

I've reenabled the preflight bavaria tests on jenkins (because of 
PDFBOX-4566).

Past history:
- option removed on Jenkins in Jun 13, 2018 when the link got broken
- replaced with archive URL in pom on Jul 23, 2018
