So ulCodePageRange in DTL OTMaster is 0x203e01bd and 0xd7ff0000. So the first
one is 100000 0011 1110 0000 0001 1011 1101.
The china bit is 18.

Bits 17 - 21 are set. But only bit 19 (Korean Wansung) should be.
