Creation yes (see the CreatePDFA.java example), conversion no. (Unless
the PDF is very simple - in that case you'll need some knowledge on the
topic)
To convert random PDFs you'll need commercial tools, e.g. from PDF-Tools
or Callas (there may be others too).
