Normally being able to open the file without password means that user or owner 
password is empty.

A look at the raw file shows that it is definitively encrypted, e.g. object 3 
(metadata, starts with "úHù¦AøãåzÑNÝ´F Óûýdý…ß”D"). Yet PDFDebugger shows the 
contents (starts with "<?xpacket begin="" id="W5M0MpCehiHzreSzNTczkc9d"?>"). So 
PDFBox is able to decrypt.

What I'm really wondering is why all the other viewers ask for a password...
