So there is "!"#$!#!$%" right in the content stream and no /ActualText. The
problem font is /F15.
Could you post a screenshot of that font, scroll so that the numbers. (Click on
F15 in the resource dictionary). While there, please expand the "tree" below
F15 so that "Encoding" and "FontDescriptor" can be seen.
