It might be a case of a PDF where only peripheral objects are encrypted (in
particular only attached files) and the crypt filter *AuthEvent* is set to
*EFOpen* ("Authorization shall be required when accessing embedded files.").
Adobe Acrobat won't ask for a password unless the attached files are requested.
PDFBox on the other hand does not consider the *AuthEvent* value but wants to
decrypt upon loading anyways.
