This might indeed be a bug. I ran your file through this service
[https://transfonter.org/ttc-unpack]
that I have never heard of before (so check the result ttf files with
virustotal and don't double click on them) and I was able to open the
HelveticaNeue-01.ttf file with PDFBox with no troubles,
