The recent build fails are because of the new version (1.7.0) of
download-maven-plugin. The team has at least two issues that deal with
this. I may have to revert that change if this breaks the main builds.

Unrelated good news: For the first time, the maven versions plugin now
properly detects plugin changes. I usually run it daily.
