The test file is not copyrighted. A search for "The Retention Limits measure
would have neutral ecological impacts for non-sandbar LCS and porbeagle sharks"
shows that it is an excerpt from "Amendment 2 to the Consolidated Atlantic
Highly Migratory Species Fishery Management Plan" from the National Marine
Fisheries Service which is part of the U.S. Department of Commerce.
