I think it's because of PDFBOX-5790. This might be a tricky decision: Adobe 
fails to extract the text of the file here, I get "H􀁒􀁑􀁒􀁕􀁖 Re􀁖ea􀁕ch P􀁕􀁒􀁍ec􀁗". 
The other file also fails.
