Tilman Hausherr closed PDFBOX-4961.

Resolution: Duplicate
The file now parses in xmpbox likely because PDFBOX-5292 was fixed. However
it's still not a PDF/A-1b. It might be PDF/A-2b but that's outside of scope of
preflight.
