Since Pegasus 2.3.0 released in Jan 2022, many useful features have been
added, such as Upate-replica-factor, Jemalloc-support, Read-request-limiter
etc. Besides, many bugs have been fixed, such as the known issues in Pegasus
2.3.0, asio unsafed-thread usage which sometime causes crush.
More important, from Pegasus 2.4.0, we donate some ecological project to
improve the experience of Pegasus, include PegasusClient, PegasusDocker and so
on. In the future, we will donate more project to enrich the usage scenarios
of Pegasus.
As a result, I consider we should start preparing a new release 2.4.0.
And I would like to volunteer to be the release manager of this version. I
wrote a draft release note for the next release:

Please take a look and if you have some pull-request need be include this
release, give your comments to it. This discussion will last for a
