I am doing a -1 because of
https://github.com/apache/pekko-persistence-jdbc/pull/224, this is causing
broken builds.

We need to revert this PR and set it to 1.0.3, see
https://github.com/apache/pekko-connectors/pull/809 for the reasoning/fix.
