I've grepped for the build utils, and it seems to be that the following
scripts are a part of ./build:
build/source_scan.pl
build/xs_generate.pl
build/make_etags
build/bugreport.pl
build/config.pl
So these stay in ./util
util/apr_arg_check.pl
util/apr_pool_check.pl
util/cvsize.pl
util/getdiff.pl
util/sizeof.pl
util/source_stats.pl
util/xs_check.pl
