$Apache::Server::Starting, $Apache::Server::ReStarting are "scheduled" to be deprecated. What's the replacement?
pconf pool is passed to the hooks running at the startup, so this can be used for setting data. mod_ssl/mod_rewrite are doing that. something in this direction? I'm not aware of any pre-cooked ap_ hooks for that. I'm working on a PerlOpenLogsHandler example and it runs twice (start+restart).
