In 2.0 we do:
merge_item(PerlModule);
merge_item(PerlRequire);
[...]
merge_table_overlap_item(SetEnv);
merge_table_overlap_item(PassEnv);
In 1.0 these two groups were evaluated in a reversed order. Is this
significant? Should it be the same as 1.0?
