And I've found what's hapenning. It's mod_deflate output filter that's not proprely handling flush buckets, IMO.
But, I do get the error if I use mod_cgi instead of mod_perl to run the test script (both with mod_deflate). So, I had thought this meant that mod_deflate was innocent.
