I've traced the 2.1 issue reported on modperl@ (and seen by both philippe and I) down to this APR change:

building Apache with --disable-lfs puts everything back to normal.
now, I'm not sure whether the problem is with APR, or if all of a sudden the automagical intuition of off_t foo is interfering with some assumptions mod_perl makes. in either case, it's something that we need to resolve so we work with APR 1.0.
ideas welcome.
