That looks a bit funny - in mine,
  TestModperl__request_rec_Key_set_in_Base
is used in a
 PerlSetVar TestModperl__request_rec_Key_set_in_Base BaseValue
which isn't a module to be loaded. Could you post the
appropriate sections of your generated t/conf/httpd.conf
where this directive arises? Thanks.
