That's not actually in contrast with my position. I would also like it if names didn't change when the external interface didn't change. But as long as the implementations aren't upward compatible, our hand is forced.
Your hand is not forced. CPAN can and should be fixed. Trying to convince people that it's not a CPAN problem, will not help make this happen. Your "help" so far had only the opposite intentions and results.
