Cut to the chase:
downloaded latest mod_perl, compiled for solaris, ran tests:
#> make test
server test failed, could not find TestFilter/...
Appears that the t/filter is not in the @INC path for some of the tests.

If so, it's really a problem of your setup. If not, see above.
