Because moving from mp1 to mp2 always necessitated a webserver change, so you can't simply mark it as a CPAN upgrade from mp1 and expect some random mp1 app-server to be happy about the "upgrade". It's a platform shift, and up until very, very recently, the community was comfortable with the idea of letting that happen without breaking their existing mp1 apps via the Apache2.pm thingy. By the way, moving a private discussion into a public place shouldn't happen without the prior consent of the other party.
