Using svn -- I don't think so.
  I don't think its an issue we need to resolve for 2.0.3 though
a) I'm the RM for that and b) we could just revert it and I call roll the rcs and release from a 1.3.x checkout.

I think our best best is just to make a static MANIFEST file and let ExtUtils::MakeMaker use it; then add/delete from it as mp2 grows.
