Steve, is it a good idea (and are you able to do that?) to add a line to http://perl.apache.org/download/index.html saying that RC1 has been released and that the build supports Apache 2.4? This will make people download the RC, and will increase testing by users. It will also inform the users about the activity going on in the mod_perl project and motivate them to keep on using it.
