That page comes back as
Content-Type text/plain; charset=ISO-8859-1
but it must have been saved as UTF-8.
That mangles the name of the first of the contributors, and maybe
other things further down.
Thanks to Tony Stevenson, the fix is pretty easy:
svn propset svn:mime-type "text/plain; charset=UTF-8" CREDITS
Noting this here in case we need to resolve for other files.
