add setReadOnly option to PhoenixConnection and setFetchSize to
PhoenixStatement, this is required by many JDBC adapters, such as ElasticSearch
JDBC plugin. Currently Phoenix throws SQLFeatureNotSupportedException.
also add isReadOnly() and getFetchSize()
