_Analyze <table>_ command does not recalculate stats unless I remove rows from 
SYSTEM.STATS table manually. 

This was observed when I changed _phoenix.guidepost.width_ property and 
restarted region servers however when I ran _analyze <table>_ stats remained 
the same unless I cleaned this table and then stats got updated by running 
_analyze <table>_
