Thanks for the analysis, [~gabriel.reid]. Let's plan on doing the above for the
next major release. In the meantime, if the TO_DATE call specifies a timezone
in the optional second argument, is the date handled correctly? What about
CURRENT_DATE - is this the most important one to fix, since the TO_DATE can
always specify a timezone?
