In HBase we set the fix version immediately, only when "Status" is marked 
"fixed" or "closed" is it in the release. It serves as a hint to where we want 
to commit it; that way we can see if there's anything outstanding with the 
intent to be added to a specific release. For example when I get ready to 
release 0.94.x I can easily check whether there's something that somebody had 
wanted to get in. (there are also more tricky rules as to when one needs to 
file a backport jira when not all branches could be committed in time for a 
release, etc)

It means we (release managers) need to move jiras forward when the patch is not 
ready for the release.

Either way is fine.
