My thinking is that if this only occurs on now one local system (I think for
[~ndimiduk]), and has never occurred on the Jenkins builds (yes, sometimes we
wait on these, in particular around release time), we should make this change
so that the build is 1.5x faster again for everyone else (sorry, Nick :-( ). If
we see more of this, we can always revert it back again and/or figure out the
root cause.
