Summary: Changing trace probability threshold in hbase-site.xml

Changing the phoenix.trace.probability.threshold doesn't seem to have any
effect on traces. Even though I changed the threshold from 0.1 to 1.0, I didn't
see any traces being created in the trace table at all.
