The RS in this case attempted to split the region 1100 times and was prevented
from doing so. The first time was due to LocalIndexSplitter. How
LocalIndexSplitter fails the split does not clean up state properly. The
splitting znode was left hanging around. All subsequent attempts to split
failed because the znode already exists.
