Added info in docs to make it clear that the .csv file extension is needed for 
loading CSV files.

I wouldn't be against changing the way parameters work for PSQL so that you can 
supply arbitrary files, but I think that this could be a backwards 
compatibility issue (as .sql files are interpreted differently than .csv files).
