dropping branch 4.x-HBase-1.x tomorrow

As discussed already, we plan to drop the 4.x-HBase-1.x branch as it's
been determined not to be needed at the present time. Either Enis or I
will drop this branch by EOD tomorrow. Please let us know if you have
any concerns.
