[~apurtell] The JIRA that is tracking the NextState updates to *Scanner
interfaces is HBASE-11544. Specifically, the addendum to that issue is being
developed to address the increased object creations that resulted from the
introduction of NextState. The updates should be ready some time today, and
will likely make its way into master after running some perf tests.
