Summary: Use ExecutorCompletionService for round robin execution

Instead of using our standard mechanism of getting each Future in order when we
fetch the next batch, we should get them as they are ready (as an
ExecutorCompletionService enables). Potentially we could serve up each
ResultIterator as it's ready, further reducing latency.
