Not only does bigtop set HBASE_CONF_DIR, all the bin scripts within HBase
itself use HBASE_CONF_DIR, so I think it's clear that HBASE_CONF_DIR is the way
to go. Continuing support for HBASE_CONF_PATH sounds like a good idea -- I
would give HBASE_CONF_DIR priority over HBASE_CONF_PATH though.
