[~jesse_yates] knows much more about the "right" way to do things for maven
that I do. I just tried the re-ordering, and it seemed to work (maybe by luck).
I think we want pherf as a dependency of the assembly to guarantee that pherf
builds *before* the assembly happens. I just don't know why it doesn't just
work when that dependency is added. How about we wait for Jesse to comment? I'm
+1 if he is.
