Caltrain patch!
This is mostly copied over from Calcite's pedantic check style template. I've
relaxed import order checking and increased the indentation width to 4 spaces.
I also wired it up to the {{verify}} phase. Failures here are reported, does
not fail the build. We have a lot of cleanup to do (57633 errors!) before we
turn it into an iron fist.
Give it a spin, read through the check style docs, and let's start tweaking it
to match our liking. Let's do cleanup in separate tickets.
