That documentation is generated from the following file (which lives in SVN):
phoenix-docs/src/docsrc/help/phoenix.csv

Just copy/paste the documentation from another built-in function. Make sure
it's classified as a Numeric function (copy/paste ROUND function documentation
as a template). Note that due to a bug, you'll need to manually remove the
generated html files (rm site/publish/language/*.html) before running build.sh
in order for them to get regenerated.
