Currently the interval value the RS to report master is 3 seconds by defaults.
With when RS reporting to master once startup done getting HBASE-13756.
Until that fixed we can increase the interval value to some bigger number so
that we won't blocked with that.
The configuration for the interval is hbase.regionserver.msginterval.
