IIRC, it should be created by the first request that has traces. So when you just start the cluster/client you won't see anything. Make a request with tracing enabled and it should automatically create the tracing table and insert the information about the trace.
Try stepping through the code with a debugger - it should make it much clearer what is happening in what order.
