Currently hbase-site.xml is used to set Phoenix properties. With multiple
hbase-site.xml files on classpath, correct configuration for Pherf might not
get picked up plus we need capability to test different phoenix configuration
properties so it's better if we can set it on a per connection basis for test
comparison.
