This patch is PR112 applied on top of the patch I attached to PHOENIX-2186.
Same dance as before wrt rebasing onto master and cleaning up whitespace.
With these two patches applied, we're failing our rat check. We'll need to
update our rat config for the 3rd party libraries and add headers to the
various partials (or decide how to handle this in general).
