It appears that a few jars such as phoenix-server-4.5.1-HBase-1.1-runnable.jar
are not part of
http://apache.arvixe.com/phoenix/phoenix-4.5.1-HBase-1.1/bin/phoenix-4.5.1-HBase-1.1-bin.tar.gz
These were part of 4.4.0. Also if you build from source they are created.
