Description: Also make setupTxManager private. (was: Figure out why the
transctional tests in MutableIndexFailureIT cause issues with zookeeper which
cause other tests to fail.
Caused by: org.apache.hadoop.hbase.MasterNotRunningException:
org.apache.hadoop.hbase.MasterNotRunningException: Can't get connection to
ZooKeeper: KeeperErrorCode = ConnectionLoss for /hbase
at
org.apache.phoenix.end2end.CountDistinctCompressionIT.doSetup(CountDistinctCompressionIT.java:48)
