[~jamestaylor] - can you tell me more about why you want to disallow user
specified values in case of SCN? Is it because the cells could be created with
timestamp potentially at a time later/before the SCN? Would that be a bad
thing? To be clear, this wasn't an oversight and by design. I specifically
added tests in UpsertValuesIT (ex - testWithUpsertingRowTimestampColSpecified)
that test this specific behavior.
