[~tdsilva] - please review. The tests in PartialCommitIT had to be changed. A
commit must be all or none - that's kind of the point.
FYI, a few changes in MutationState are for PHOENIX-2411, but they're harmless
- they just allow a TransactionContext to be passed in externally.
