Tried this upsert test with a [previous
commit|https://git-wip-us.apache.org/repos/asf?p=phoenix.git;a=commit;h=cecc5cc9da8cb87ee098a2d257e574def1fa44c4]
and this slowness over time issue doesn't happen then. Tomorrow I'll try to
isolate the commit from which this started to happen.
Yes. Tephra is running inside HBase cluster.
