Summary: Extend VARCHAR matching with ~ regex syntax

We already support {{REGEXP}} functions for string manipulation. Let's add full
regex matching support as well. For example, Postgres has the {{~}} operator
for [POSIX regular expression
matching|http://www.postgresql.org/docs/9.3/static/functions-matching.html#FUNCTIONS-POSIX-REGEXP].
